Albania is considered a country, struggling to build a functional democratic society, with a mind-set towards respect for human rights and rule of law. Being part of new developments and sound reforms after the negotiations with the EU were opened (2003), Albania has considered cross border cooperation as basics for a sustainable society. A country’s social cohesion is essential for generating the confidence and patience needed to implement reforms.
Citizens have to trust the government that the short-term losses inevitably arising from reform will be more than offset by long-term gains.The inclusiveness of Albania’s communities and institutions are greatly considered as a help to build cohesion. On the other hand, being part of a region divided along regimes, class and ethnic lines will place severe constraints on the attempts of even the boldest, civic-minded, and well-informed politician (or interest group) seeks to bring about policy reform.
